What to do with a $31 billion state surplus?

Here’s a novel idea: Since the state will never give taxpayers back their money, how about expanding or building new state prisons? There are plenty of felons out there who need accommodating from the recent rash of out-of-control mass looting of luxury department stores in California’s largest cities, and other crimes. It would be money well-spent for a change, and enhance the quality of life for all law-abiding Californians.

Knowing you’ll be held accountable for your criminal actions is a great deterrent to crime. A simple solution to a complex problem.
